AWARD RESOLUTION  

Inter-American Competition of Monographs on
“JUSTICE SYSTEMS FOR ADOLESCENTS IN CONFLICT WITH THE LAW”

Having met at the offices of the Inter-American Children’s Institute (IIN), the members of the Jury of the “Inter-American Competition of Monographs on Justice Systems for Adolescents in Conflict with the Law,” convened by the IIN with the aim of encouraging the pursuit of knowledge, research and the promotion of the rights of children and adolescents among the citizens of the Member States, have reached the following decision: 

After several sessions of deliberations, considering the rules of the competition, the Jury has resolved: 

ONE. That 17 monographs of varying lengths and from different Member States of the Organization of American States (OAS) were received – clear evidence that there is great interest in this subject. 

TWO. That the following evaluation criteria were used in the decision-making process: 

a)      Content (60% of the overall evaluation). This includes: Technical quality of the handling of the subject; new contributions; and compatibility of the approach with related international law (especially the Convention on the Rights of the Child).

b)      Academic Value (25% of the overall evaluation). This includes: Scientific and didactic rigor for the level of academic discourse; and suitability for publication and compatibility with the objectives of the IIN/OAS.

c)      Style (15% of the overall evaluation). This includes: Correct use of language and grammar. 

THREE: That the Jury unanimously decided: 

a. To award the first prize of USD $2,000 and a parchment certificate to the work entitled: 

La Familia en la ejecución de las Sanciones del Sistema Penal de Responsabilidad del Adolescente (Una mirada desde las y los adolescentes) [The Role of the Family in the Implementation of Penalties in the System of Adolescent Criminal Responsibility (An Adolescent-oriented Approach)]  

b. To award the second prize of USD $1,000 and a parchment certificate to the work entitled: 

Lineamientos para una Política Criminal acorde a la Doctrina de la Protección Integral [Guidelines for a Criminal Policy in Line with the Doctrine of Integral Protection]  

c. To award the third prize of USD $500 and a parchment certificate to the work entitled: 

La Cuestión de los Adolescentes Infractores. Necesidad de una adecuación sustancial a la Convención sobre los Derechos del Niño [The Issue of Young Offenders: The Need for Substantial Adaptation to the Convention on the Rights of the Child] 

d. To award a single special mention with a parchment certificate, to the work entitled: 

Além do Ato Infracional: Adolescência, Direito e Interdisciplinaridade [Beyond the Illegal Act: Adolescents, the Law and Interdisciplinarity] 

e. To declare as void the four remaining special mentions included in the call for contributions. 

FOUR: That, in the presence of all its members, the Jury opened the envelopes and verified that the winning works listed above correspond to the authors listed below (in the same order):

FIVE: That the Jury’s decision will be widely publicized. 

SIX: That the Jury will proceed to award the prizes to the winners once they have all been notified, and once individual agreements have been reached with each of them, given that they reside in different countries. 

SEVEN: The present decision is issued in the city of Montevideo, Uruguay, on the eighteenth of December of the year 2003.
