 The Inter-American Children’s Institute (IIN), specialized organization of the Organization of American States (OAS), is pleased to convene the citizens of the OAS Member States to participate in the “Inter-American Competition of Monographs on Justice Systems for Adolescents in Conflict with the Law.” The competition rules are below:

                                                        COMPETITION RULES

ONE: The “Inter-American Competition of Monographs on Justice Systems for Adolescents in Conflict with  the Law” will award the following prizes:

1st Place: A prize of USD $2,000 and parchment certificate.
2nd Place: A prize of USD $1,000 and parchment certificate.
3rd Place: A prize of USD $500 and parchment certificate.
4th Place: Five special mentions with parchment certificate.

The winning monographs may be published, at the IIN’s discretion, in the hemisphere-wide Journal INFANCIA.

ONE: Any natural person of the Member States of the Organization of American States (OAS) may participate.
 
Monographs with more than one author will be admitted, but only one prize will be awarded in each category.

THREE: The monographs presented must be original and unpublished. They must address Protection Systems  (Legal, Social or Judicial) for Adolescents in Conflict with the Law in a way that fosters an interdisciplinary approach and contributes to improving these models in the Americas. Monographs on these systems specialized in children in conflict with national law will be accepted, as well as comparative analyses of sub-regional trends,  case studies, best practices on the issue, and others, using as a reference the international regulations on the subject. The monographs must be between forty and fifty pages long, and must be submitted in duplicate,  double-spaced, printed in size 12 font, on one side of the page only. The works may be written in Spanish, English, French or Portuguese.

FOUR: The monographs must not be signed or bear an inscription or identification of any kind, although they must  have a title. The monographs must be submitted in a sealed envelope indicating the title and the name of the present  contest; inside, the author’s name, nationality, address and telephone number must be provided. A diskette of the monograph in Word format is also required. All of this documentation must be sent to the Inter-American Children’s Institute in a single envelope.

FIVE: The deadline for submissions is October 31, 2003. They must be sent to:

Submissions sent and postmarked on or before the deadline will be included in the competition. Submissions by email will also be accepted, provided that the envelope with the documentation indicated in the fourth clause is also sent.

SIX: The present call for submissions will be disseminated as widely as possible throughout the OAS Member States, whose Missions to the OAS or Ministries of Foreign Affairs will be sent all of the necessary information.

SEVEN: There will be only one Jury awarding the prizes, presided over by the Director General  of the Inter-American Children’s Institute, accompanied by two jurors with qualifications in the field.

EIGHT: The Jury’s decision will be final, and will be made known by December 31, 2003.

NINE: The Inter-American Children’s Institute will respect the copyright of the competitors and reserves the right to publish submissions at its discretion in specialized journals, citing their authors.

TEN: Monographs that do not receive awards will be incorporated into the bibliographic database of the Inter-American Children’s Institute, fully respecting the author’s copyright.

ELEVEN: By submitting monographs to this competition, participants are understood to have accepted these rules and all decisions made by the Jury for their interpretation or application.
