AGREEMENT BETWEEN THE SOCIAL WELFARE SECRETARIAT AND THE INTER-AMERICAN CHILDREN’S INSTITUTE 

WHEREAS: 

  1. The Social Welfare Secretariat (hereinafter “SBS”) of the Presidency of the Republic of Guatemala is an institution that has provided social work services for the most deprived part of the population for a long time and has the official mission of becoming the leading institution for the inclusion of integral child protection in the agenda of national priorities.

  2. The IIN is a Specialized Organization of the Organization of American States, created through a resolution adopted by the Fourth Pan-American Child Congress in 1924 and established in 1927 in order to promote cooperation programs between countries in the Americas  aimed at improving child and family health, educational, social, cultural and legal conditions.

  3. Since its inception, the IIN has permanently carried out tasks concerning technical cooperation, information, diffusion and training on different subjects related to children in this hemisphere, as well as joint activities with other organizations from the Inter-American system, and with both public and private institutions.

  4. The IIN has been developing a series of tools aimed at diffusing the principles contained in the Convention on the Rights of the Child, through the use of videos, books and videogames, amongst other tools.

  5. The IIN has specifically developed three books on the Rights of the Child, which are aimed at children and which, from the point of view of the Integral Protection approach, and by means of respecting the basic principles stated in the abovementioned Convention, seek to diffuse the information on the rights and obligations of children.

  6. The IIN has developed seven promotional videos on the rights of the child, which are: ‘I wish’, ‘I am’,  ‘It’s my family’, ‘I participate’, ‘I want to be cared for’, ‘I want to play’ and ‘I want to learn’

  7. The IIN and the SBS have signed several agreements on issues connected with the Convention on the Rights of the Child.

THE PARTIES AGREE:

  1. The IIN will provide the SBS with a compact disc including the graphic-arts work needed in order to print an edition of the book entitled ‘Los Niños, las Niñas y sus Derechos’ [Children and their Rights].
  1. The SBS commits itself to keeping the printing quality standards of the originals, and to informing the IIN about the edition and distribution of the book.
  1. The SBS will be authorized to incorporate the existing logos, as well as the institution’s logos and the logos of those sponsoring the book’s printing, if that would be the case.
  1. The SBS will hand over five copies of the edition that has been printed to the IIN.
  1. Graphic-arts work may not be handed over to third parties without the previous consent of the IIN, for the IIN owns the copyright on the abovementioned publication.
  1. The IIN commits itself to handing over the seven promotional videos on the rights of the child to the SBS, in both Beta and DVD formats.
  1. The SBS commits itself to diffusing the contents of the seven promotional videos without incorporating any changes that would affect the initial purposes.
  1. The SBS may include its logo after consulting the Office of the Director General of the IIN, provided the logos that appear on each video are maintained.
  1. The SBS may hand the abovementioned videos over to third parties under the same conditions

The representatives of both parties having been duly authorized, hereby sign two equally valid copies of this agreement on the 26th day of April of 2005.

The Director General a.i. of the IIN has signed on an ‘ad-referendum’ basis, pending approval by the Directing Council of the IIN.
