GENERAL
COOPERATION AGREEMENT BETWEEN THE INTER-AMERICAN CHILDREN’S INSTITUTE
AND THE INTERNATIONAL CATHOLIC CHILD BUREAU (BICE) MEMORANDUM
OF UNDERSTANDING IN
VIEW OF what is stated in the Objectives and Methods for joint
Cooperation, which are provided for in the General Cooperation Agreement
between both organizations that is currently in force; CONSIDERING
that the IIN has hired Dr. Diana González Perrett – hereinafter
referred to as `the Consultant’– as a consultant for the Program for
the Integral Promotion of Children’s Rights (PRODER), in the Area
concerning Sexual Exploitation of Children and Adolescents, who has been
working on a research developed by BICE with regard to comparative
criminal legislation in ten South American countries; a research that has
generated, amongst other products, a database available for all countries
and professionals with an interest in this subject. TAKING ACCOUNT OF the fact that in March the IIN will initiate a Project on `Traffic in Children, Child Pornography on the Internet and Normative Frameworks aimed at the MERCOSUR region, Bolivia and Chile’, in which the abovementioned products should become an important tool for the activities that the participating countries will be carrying out as part of the normative researches; HAVING
UNDERSTOOD that both the IIN and BICE share the vision that
inter-institutional cooperation must be strengthened in accordance with
the identities and specific missions of each cooperating organization, as
well as in a way that ensures that both authorship and property concerning
the products and services that these organizations may individually
provide in the region, are duly respected. Director

Bonasso and Director of the International Catholic Child Bureau (BICE)
Juan Pablo Monteverde AGREE TO THE FOLLOWING GUIDELINES FOR THE USE OF
THOSE PRODUCTS GENERATED BY BICE: 1.
The IIN will explicitly indicate the origin of all products
generated by the Consultant as part of her work for BICE. 2.
BICE will also explicitly indicate the origin of the improvements
and further developments existing in the products that have been obtained
which are the result of the activities carried out by the IIN and which
make it possible to further develop and complement the abovementioned
products. 3.
The references mentioned in items 1 and 2 of this Memorandum of
Understanding shall appear in the presentations, work documents and
publications arising from the Project on `Traffic in Children, Child
Pornography on the Internet and Normative Frameworks aimed at the MERCOSUR
region, Bolivia and Chile’. 4.
The IIN will invite the Director of BICE to participate in the
international events to be held as part of the abovementioned project. In
Montevideo, this fourth day of March of the year two thousand and four.
