COOPERATION AGREEMENT BETWEEN
THE MINISTRY OF FOREIGN AFFAIRS,
THE NATIONAL CHILD INSTITUTE OF URUGUAY (INAME)
AND THE INTER-AMERICAN CHILDREN'S INSTITUTE

The Ministry of Foreign Affairs of the Republic of Uruguay, represented by the Minister Dr. Didier Opertti, the National Child Institute (hereinafter known as the INAME), represented by its President, Dr. Fernando Repetto Avilés, and the Inter-American Children's Institute (hereinafter known as the IIN), represented by its Director General, Lic. Alejandro Bonasso Lenguas, hereby sign the present General Cooperation Agreement, subject to the following recitals and articles: 

CONSIDERING: 

  1. That the IIN is a Specialized Organization of the Organization of American States, created by resolution of the Fourth Pan American Child Congress of 1924 and founded in 1927 to promote cooperation programs among countries of the American Hemisphere addressed to improve the situation of children, youth and the family in the health, education, social, cultural and legal areas.
  1. That, for the IIN, it is a priority to search for effective solutions to the problems affecting children, and see to the full compliance with and effectiveness of the Convention on the Rights of the Child.
  1. That, since its foundation, the IIN has permanently carried out activities of technical cooperation, information, dissemination and training on different topics related to children in the Hemisphere, as well as joint activities with other public and private institutions in the countries of the inter-American system.
  1. That the Republic of Uruguay signed the Convention on the Rights of the Child on January 26, 1990 and ratified it on November 20, 1990.
  2. That, pursuant to Article 44 of the Convention, “States Parties undertake to submit to the Committee, through the Secretary-General of the United Nations, reports on the measures they have adopted which give effect to the rights recognized herein and on the progress made on the enjoyment of those rights.“

  1. That the Republic of Uruguay presented a report to the Committee on the Rights of the Child in August 1995.
  1. That the Government of Uruguay intends to present an official report to the Committee in 2004.
  1. That the IIN, as part of a cooperation agreement with Save the Children Sweden, has developed a working tool comprised of a methodology and system of support information for the monitoring of rights (SMD 1.0), to facilitate the compilation of information which forms the basis of the report to the Committee on the Rights of the Child.
  1. That, as part of this project, four workshops were held (two in Lima and two in Montevideo) with the participation of governmental and non-governmental delegations from 15 countries in the region.

By virtue of the above, the parties hereby agree to the following: 

ARTICLE 1 – OBJECTIVES  

The IIN shall grant a user license for the SMD 1.0 system to the INAME, which shall be responsible for coordinating the activities in Uruguay for the compilation of information based on the methodology developed by the IIN. 

The INAME shall provide the Ministry of Foreign Affairs with a copy of this system, with the data required by the Ministry to prepare the report to the Committee on the Rights of the Child in Geneva, pursuant to Articles 44 and 45 of the Convention. 

The IIN shall provide specific SMD training and technical support to the INAME and the Ministry of Foreign Affairs, and shall provide them with all of the new versions that are generated as the tool is improved. 

The INAME agrees to share the information contained in the SMD with those persons involved in activities related to the reports to the Committee on the Rights of the Child. 

ARTICLE 2 – FINAL PROVISIONS  

The present Agreement shall enter into force upon its signature by the parties, and shall be effective for a period of 24 months. It may be extended for an equal period and modified at the express request of one of the parties.   

IN WITNESS WHEREOF, the representatives of both parties, duly authorized for this purpose, hereby sign the present agreement in three equally valid copies on the 27th of May of the year 2004.

The Director General of the IIN signs this agreement on an ad referendum basis, subject to the approval of the IIN Directing Council.
