Introductnig the publication Public Policy and Children’s Human Rights

The Inter-American Children’s Institute in a joint effort with the Regional Office for Latin America and the Caribbean of the United Nations High Commissioner of the United Nations for Human Rights, introduces the publication Public Policy and Children’s Human Rights. It is a compilation of the total number of General Comments made by the Committee on the Rights of the Child since 2001 to date, under a single volume both in English and in Spanish.
  
The publication of the 10 General Comments represents the common commitment for  the rights and welfare of children and adolescents, and is part of the celebration of the 18 anniversary of the Convention on the Rights of the Child and the 80 anniversary of the IIN. This interagency joint effort reaffirms the willingness of both entities to promote the principles and provisions of international and regional instruments with  rights approach assumed by Member States, without ignoring the legal, cultural and different levels of development that characterizes the regions and countries of the hemisphere.
  
The General Comments have a consensus highest level value, which deepens and develops key elements inherent from the articles of the Convention on the Rights of the Child through its application and the commitment of States Parties, source of inspiration of the own Treaty Body. The doctrinal development in the different fields of incidence of the working of the Committee is a distinctive quality that particularizes its expression, being a basic tool for the management of public policies in this area.
 
We are confident that all the elements presented will facilitate the process of mainstreaming of rights approach in a region where there are significant challenges in the field of childhood and adolescence and where it is more perceptible the generation of emerging problems, as the renewed hope to develop strategies in favor of the welfare and full realization of children's rights.
