" I AM "

  1. Presentation
  2. In conjunction with the Ministry of Work and Social Affairs of Spain, the Inter-American Children's Institute agreed on making a video on the Rights to an Identity " I Am ", as part of a series related to the promotion and circulation on the rights of the children established in the Convention.

    It will be framed within the resolutions adopted by the Directing Council of the IIN, which took place during the 76th reunion in May 2001 in Montevideo, where it was decided CD/RES/09 (76-R/01) to promote a set of actions destined to improve the registries of birth within the region.

    The original idea for the development of the video came from Engineer Julio Rosenblatt, Coordinator of the Inter-American Program of Information on Childhood and Family of the Inter-American Children's Institute.

    " I Am " is an animated one minute musical video in Spanish and English (with subtitles), interpreted by Uruguayan co-author Laura Canoura. It was produced by RAL (Red de America Latina), under the direction of Walter Tournier.

  3. Public Objective
  4. " I Am " is aimed at mothers in at risk situations in the countries within the region. Its purpose is to create a communication strategy that understands the poor and ethnic minorities as a target group to have this message delivered to them.

    It also hopes to reach all mothers and future mothers with the objective to make the population aware of the importance of granting newborns with a birth certificate.

    The cultural and ethnic diversity within the groups to which the video is directed, has been adapted to suit the different realities lived in each of the countries within the region. To achieve this objective, puppets have been used in the video to depersonalize the characters, so that the audience could interpret it according to their own lifestyle.

  6. Birth Registries: Fundamental Pillar for the Realization of the Right to an Identity

    " I Am " …Juan, Maria, Pedro…each person should be represented in life with their true identity, just as "you really are", just as " oneself". The name creates one of the fundamental characteristics for the individual identification of each person. More than one million births are not registered in the region. There seems to be a lack of understanding generated within the society about the importance of granting newborns a birth certificate.

    There are various reasons as to why the children are not registered at birth:

    . Financial: many families are not able to come up with the costs of the certificate, the fines for late registries, or transportation costs from rural areas to the Registry Offices, which are generally found in urban areas.

    . Political: Ethnic minorities or religious, immigrants or refugees are frequently excluded from the systems of birth registry. The law and the policies related to the registry are, at times obsolete, inefficient and in some cases, discriminatory toward certain groups.

    Cultural
    :
    The parents and the community in general, are not aware of the importance and the benefits of birth registrations, as it is observed frequently, that girls are not registered due to gender discrimination.

    Technical:
    The Registry Offices in many countries do not have at their disposal human, material and financial resources; having scarce health coverage; and the personnel in charge lack the necessary skills to offer a good service.

    Without a birth registry a child does not have an identity, a name or nationality and is not acknowledged as a citizen of that country.

    The seventh article of the Convention on the Rights of the Child establishes that all children have the right to a name from birth, the right to be acknowledged by others as owners of their own and irrefutable identity. The Birth Registry constitutes the document that formalizes the right to a name and a nationality, and it's also a tool of support to exercise one's citizenship in a country.

    Without a birth registry, the possibility to exercise and demand the fulfillment of any right is non-existent. Unable to exercise one's rights, there is no possibility of developing one's citizenship, and without exercising our citizenship we cannot think in terms of democracy.

    The Right to an Identity constitutes " the existential interest that each person has in not seeing the external or social projection of his/her personality being altered, denaturalized or denied". (…) It should not be argued, distorted or denied what constitutes the exclusive cultural birthright of the person. Integrated by a variety of multiple aspects such as, amongst others: the origins of birth, family identity, intellectual, political, religious, social and professionalism of each person…" The identity is a complex of knowledge, beliefs, arts, moral, rights, customs and habits acquired by man as a member of the society.

    " I Am "…arouses a collective awareness of the importance on the Right to an Identity

    The video's main aim is to raise the public's awareness to value the importance it has, for every human being, the fulfillment of the Right to an Identity. By raising a collective awareness in favor of a "national identity" will help to perceive all the benefits that is obtained by holding a Birth Certificate.

    " I Am " aims to outline the benefits gained by registering a child at a Birth Registry. " Without a name"… there is no possibility of having access to education, health, social welfare programs, and above all, do not have the possibility to exercise and demand the fulfillment to any right.

    " I Am " hopes to also show the need that every child born has to obtaining the necessary professional support. The attention to the women's health especially during the pregnancy and during labor, is of vital importance since her children's health depend on it, to a great extent, on her physical and emotional wellbeing.

    The "love", present at all times, as an expression of respect, fidelity, understanding, wellbeing, and is one of the many elements outlined throughout the video. The image of the mother transmits an enormous tenderness and affection towards her child. The paternal figure tries to show that, despite not being physically present, the father will always be a part of the child's life.

    The symbol of the mirror, shows the reality which the child is faced with…"Without a name, I am nobody"… it hopes to highlight the need that what has occurred to this child, shall not be repeated. For them, we should protect and defend the right to an identity as an inalienable right, and one of the ways to obtaining this, is to register all our children.

  7. Broadcasts
  8. We live in a society where the media, especially radio and television, reach the most marginalized sectors of the population. The rational and intelligent use of this medium is an excellent resource to improve the coverage of birth registries systems.

    To "reach" the targeted population, which the video is aimed at, it is suggested that " I Am " be broadcasted during the hours in which women have the available time to view it.

  9. Diffusion
  • . " I Am " shall be broadcasted through television and cable by the different countries of the region.
  • . The video could be used by public and private school networks of the different countries as a didactic tool to conceptualize the rights of the child.
  • . Workshops shall be carried out, designed for people that work in the field of childhood, where different issues will be covered in the video.

7. Information about the Inter- American Children's Institute

The Inter-American Children's Institute (IIN) is a specialized organization of the OAS, established in 1927 with its headquarters in Montevideo, Uruguay.

At the 75th Meeting of the Directing Council, held at Ottawa, the Strategic Plan 2000 - 2004 was approved, in which it was considered, among other things, utilizing strong communicational strategies to promote tools to make known the Convention on the Rights of the Child,

It's precisely in relation to these strategies that the IIN is promoting the development of 'Spots', of approximately one minutes running time. It's linked to the Convention on the Rights of the Child, which is being broadcasted by television and cable throughout Latin America

The steps taken by the Inter-American Children's Institute shall be structured around three fundamental programs:

  1. Comprehensive Promotion on the Rights of the Child Program
  2. The Program of Comprehensive Promotion on the Rights of the Child, based on the development of a Prototype of Policies Focused on Children, proposes to promote different forms of action and projects of intervention to deal with the problems and needs of children and adolescents in circumstances of vulnerability, risk and social exclusion.

    The mentioned Program has developed its Prototype of Focused Policies to attend to the problems outlined in articles 23 (Handicapped), 32 (Child Labor), 33 (Drug Abuse) and 34 (Sexual Exploitation) of the Convention on the Rights of the Child.

  3. Inter-American Program of Information on Childhood and Family (PIINFA)

PIINFA's aim is to produce and promote the use of information systems, directed at people and institutions that work in the field of childhood and adolescents. Hoping to develop comprehensive information that is conducive to processes of change that will help to improve the life conditions of the children and adolescents in the Americas.

PIIFA's projects offer specific services to institutions, decision makers, planners and people linked to issues on childhood and family. Flexible tools have been developed to process information capable of creating data about its own system, which facilitates the continual evaluation, adaptations and changes. All the projects adapt to the specific characteristics of the national realities, evading the rigidity of information technology that tries to standardize the broad and diverse realities.

PIINFA's action is based on:

  • the Inter-American Network of Information on Childhood (RIIN)
  • the Information System to Monitor the Rights
  • the updating, professionalization and computerization of registry offices in the Region, with the purpose to respect, amongst others, the right to an identity.
  1. Juridical Program

The Juridical Program's (PROJUR) objective is to provide State Members of the OAS, training and development services, information, monitoring, investigation and specialized technical assistance, with the fundamental aim to strengthen the national systems of protection and guarantee of rights of children in the hemisphere.

It also tries to offer governing bodies of childhood, key information systems in the juridical area, facilitating studies and modern doctrine. Also training systems- operators in important areas for institutional development and the implementation of rights. It offers direct technical assistance in the area of legislative development, still unfinished, matching national legislative to the principles of the related international regulations.

8.  Information on the AMERICAN LATIN NETWORK

RAL, the American Latin Network, is an International Organization with its headquarters in Montevideo, Uruguay. Established in 1996, RAL, is governed by a Directing Council integrated by distinguished persons of various countries of Latin America.

Objectives:

INFORMER FOR THE INTEGRATION AND THE DEVELOPMENT:

Combining the efforts, of different cooperators from the Audiovisual Industry and Social Communications within the region, to promote and distribute Latin American Audiovisual Production that fosters the integration process, cultural heritage, development and the democratic values in Latin America.

INFORMATION AND INTERCONNECTION NETWORK:

A Network in which broadcasting agencies and independent producers actively participate in:

  • BROADCASTING: televising audiovisual products and the essential information for members of this sector in Latin America.
  • PROFESSIONAL DEVELOPMENT and presentations of new technologies /equipment.
  • RESEARCH STUDIES of audiences and application of new techniques/technologies for the Latin American industry
  • LATIN AMERICAN TELEVISION NETWORK: RAL is working in conjunction with the main sectors of television and social communications of Latin America, to implement a Latin American Television Network.

Activities:

  • BROADCASTING

ENCOUNTERS:

The Latin American Encounters of Television are annual events that RAL carries out to:

  • reunite broadcasting agencies and independent producers of Latin America to develop regional productions, to promote and consolidate the regional audiovisual industry.
  • Select and award the best productions of Latin America for a regional television audience, which promotes the integration, the development and cultural heritage of the towns.
  • Promote the broadcasting and televising of the selected programs at each Conference. RAL carries out different activities throughout the year after each follow-up at the Conference through:

. CATALOGUES AND CD ROM of the selected programs at each Conference with information, photos and video clips on CD.

. Publications in www.ral-red.org of the awarded and distinguished productions with video clips.

    • PRODUCTION

- EL JEFE Y EL CARPINTERO / THE CHIEF AND THE CARPENTER, is the Latin American episode of the series ANIMATED TALES OF THE WORLD, an animated movie, of 13 minutes duration, produced By RAL, directed by Walter Tournier. ANIMATED TALES OF THE WORLD is a series of 26 episodes, that has emerged with the auspice of World Summit of Television for Children. The series is a worldwide co-production of S4C of Wales, Executive Producers of the series, in which acknowledged channels of the world participate. Discovery Latin America, financed this episode produced by RAL.

- " I WANT ", Public Campaign on the Rights of the Child, produced by RAL, with the auspices of Inter-American Children's Institute, animated musical video, directed by Walter Tournier, music and lyrics by Leo Croatto, sung by Ruben Rada.

- In January 2001, RAL commenced a production of a televised special of half an hour for ' The Chief's and Carpenter's Christmas', in co-production with S4C of Wales for Trust Television Fund International of England. Out of the 26 episodes of the series, the 'Chief and the Carpenter' was selected to do the Christmas special for 2001.

- RAL develops, in conjunction with other producers, co-production projects and also has the role as Executive Producer. 

  • PROFESSIONAL DEVELOPMENT

Professional development sessions, technical / creative, and being updated with the latest technologies, will be covered during the Conferences and through the interchanges and internships.

  • STUDIES

Studies and investigations facilitated the integration into the television market of Latin American programs, which are of a high technical and creative quality, are produced by broadcasting agencies and independent producers that wish to communicate the integration, culture, and development to television audiences of Latin America.

Laura Canoura - Vocalist

Laura Canoura, Uruguayan female soloist, has obtained in her native country the highest awards that a performer could ever obtain. A Gold and Platinum Record for her L.P "Esa Tristeza", Gold Record for her L.P "Puedes oirme", gold compact for the double "Esa tristeza" and "Puedes oirme" and Gold Record for "Las tres".

Her musical beginnings date back to 1978. That year at the Conservatory of Core Musical Studies, she met three musicians that later on would become part of RUMBO GROUP, which turned out to be one of the most successful groups of M.P.U. during the 70's and mid 80's in Uruguay.

During 1984, Laura Canoura began working as a soloist when she was still a member of RUMBO Group. Jaime Roos was amongst the artistic production, one of the many great musical entertainers in the most recent years, in Uruguay.

In 1989, motivated by her success of "Las tres" and sharing a Gold Record with Estela Magnone and Flavia Ripa, Laura Canoura decided it was the right time to start her own support band and to begin live performances to launch "Esa tristeza". During 1990, and with "Detras del miedo" as her main single, Canoura filled theatres night after night, carrying out her first grand presentation at the Theatre Solis, the most prestigious stage in Montevideo. "Esa tristeza" obtained a Gold Record, and is placed amongst the top positions of most sold records. No other woman has ever accomplished this, until now. Laura Canoura is the first female performer to have achieved it.

Halfway through 1993, Laura Canoura, obtains one of the most important acknowledgements, being invited by a Northern American Television Channel MTV, one of the most prestigious international music video programs, to talk about her video clip "Nada vale mas" (L.P "Las cosa que aprendi en los discos"). During the same year in June, she performs at the Memorial of Latin America in the City of San Pablo - Brazil, with an overwhelming success, being given a standing ovation by the public and being pampered by the press.

In October 1993, at the Solis Theatre she receives the Fabini Award for being the most popular entertainer. This prize is the highest musical award that is granted in Uruguay.

In 1994, due to her success generated by the CD "Locas pasiones", Laura is invited to represent Uruguay at the "Festival OTI de la Cancion" held at Valencia, Spain. During 1995, she finds herself fully dedicated to a theatrical performance, "Piaf" of Pam Gems.

Canoura is acknowledged and recognized as a theatrical actor and musical performer, with approved success from the public and critics.

1998
is the turning point in Laura Canoura's career. The company, Warner Music Chile is interested in her work and proposes a record agreement with a new CD edition. As a result, "Pasajeros permanentes" - purely 'Canoura' material, is launched into the market. Recorded at Akustik Studios in Santiago - Chile, produced by Chilean Mariano Pavez and a band of musicians from both countries, Canoura introduces to the international market, her most sophisticated record.

In the year 2000, Canoura prepares her new record and presents a new show titled "Esencia" where she shows her great interpretative capacity. Her first NATIONAL TOUR - URUGUAY 2001 is carried out in March, covering 23 cities around the country and main historical theatres. This Tour was considered as one of the first "Patrimonial Tour" carried out in Uruguay.

As a result of the success of "Pasajeros Permanentes" and "Esencia", Laura Canoura presented her new record "Mujeres como yo" in November 2001. This is a renovated and rich repertoire of songs that also shows a a more personal facet of her and highlights her composing habilities.
