12 (81-R/06) REGIONAL OFFICE OF THE IIN IN THE
DOMINICAN REPUBLIC THE DIRECTING COUNCIL, CONSIDERING:
The
statement made by the Delegate of the Dominican Republic to the
Directing Council of the IIN, Ms. Esther Wong concerning the firm
interest of the Government of the Dominican Republic in establishing a
sub-regional office of the IIN in the Dominican Republic for Central
America and the Caribbean. BEARING IN MIND: That
during its 70th Regular Meeting held in November 1991 in Montevideo the
Directing Council of the IIN adopted Resolution CD/RES. 01/70-R/91
providing for the Regionalization Plan of the Inter-American
Children’s Institute. That
the key purpose of this Regionalization Plan was to provide the IIN with
the necessary mechanisms for its effective and timely response to the
increasing child and family-related needs of the Member States. That
the Plan acknowledged the existence of various obstacles and
restrictions such as: a) financial issues concerning the operational
cost of the sub-regional office to be established; and b) organizational
issues including the at-distance delegation of certain roles. That
to date the Regionalization Plan could not be implemented. RESOLVES:
To
request the Secretary General of the OAS, Mr. José Miguel Insulza, to
carry out the necessary proceedings with the Government of the Dominican
Republic in order to explore the proposal of that Government to
establish in the Dominican Republic a sub-regional office of the IIN for
Central America and the Caribbean and to determine its feasibility. |
