CD/RES. 11 (81-R/06)

REQUEST TO THE SECRETARY GENERAL OF THE OAS,  MR. JOSÉ MIGUEL INSULZA, TO TAKE THE STEPS NEEDED FOR ESTABLISHING AN INTER-INSTITUTIONAL ALLIANCE BETWEEN THE SEGIB AND THE IIN
(Submitted by the Delegations of Chile, Costa Rica, Paraguay and Uruguay)

THE DIRECTING COUNCIL,

CONSIDERING:

1.   The recognition expressed during the First Plenary Session of the 81st Regular Meeting of the IIN Directing Council by the Ibero American Secretary General, Mr. Enrique Iglesias, of the 79-year record and experience of the IIN in favour of children’s rights and welfare.

2.   The special interest stated by the Ibero American Secretary General, Mr. Enrique Iglesias, to channel through the IIN the institutional efforts of the Ibero American General Secretariat (SEGIB) in favour of children, thus avoiding resource overlapping and effectively achieving the coordination among international organizations required for complying with the Millennium Development Goals.

BEARING IN MIND:

That child populations requiring the greatest care will be the primary beneficiaries of the positive and direct effects of such alliance.

That the implementation grounds of such an alliance should be promoted at the highest institutional levels of the SEGIB, the IIN, and the OAS.

RESOLVES:

To especially request the Secretary General of the OAS, Mr. José Miguel Insulza, to carry out before the Secretary General of the Ibero American General Secretariat (SEGIB), Mr. Enrique Iglesias, the steps needed for setting the grounds of an inter-institutional alliance where the IIN would channel in the countries of the inter-American system the institutional efforts undertaken by the SEGIB in favour of children.
