OAS Secretary General, José Miguel Insulza, visited the Inter-American Children’s Institute (IIN)

In his official visit to Uruguay, the Secretary General of the OAS, José M. Insulza, visited the headquarters for the Americas of the Inter-American Children’s Institute (IIN).

The OAS Secretary General exchanged views with the Director General of the IIN, María de los Dolores Aguilar Marmolejo, and the technical staff of the IIN, and knew more in detail the work of the Institute in relation to the promotion and fulfillment of the rights of children and adolescents within the Inter-American System.

President of the IIN Directing Council Meets Mexican Authorities of National DIF

In January this year, Mr. Mario Víquez, President of the IIN Directing Council met in Mexico City with representatives of the National System for the Integral Family Development of Mexico (DIF) to share experiences related to the care of street children and adolescents.

During the visit, DIF authorities showed their role in the prevention and care of street children and other associated risks with child abuse, as well as the policies and strategies for their reintegration into society.

XX Pan-American Child Congress Preparatory Meeting in Lima


In Lima, from 9 -12 February  2009 some working meetings were held between authorities of the Inter-American Children's Institute (IIN) and of the Women and Social Development Ministry (MIMDES), with the aim of making progress in relation to the preparation of the XX Pan-American Child Congress.

The principal meeting was attended by the Executive Chairman of the National Children Body of Costa Rica and President of the IIN Directing Council, Mario Víquez, the Director General of the IIN, María de los Dolores Aguilar and the Coordinator of the Communication and Information Area of the IIN, Mr. José Carlos Thissen; representing the Republic of Peru, the Women and Social Development Minister, Carmen Vildoso Chirinos, and the Women and Social Development Vice-Minister, Cecilia Esther Aldave. The authorities exchanged point of views on the event.

A preparatory meeting was held in Quito on the participation of children within the framework of the XX Pan American Congress

Pursuant to Resolution CD/RES.07 (83-R/08) of the Directing Council of the Inter-American Children’s Institute (IIN), the meeting of the working group for the Preparatory Consultation on the participation of children within the framework of the Twentieth Pan American Congress was held in the city of Quito, Ecuador, on 5 and 6 February.

Ten Member States* took part, with adolescent representatives from the various regions of the Americas. During the meeting, guidelines were established for the approach to the issue of child participation in the Twentieth Pan American Child Congress.

Preparatory advisory meeting on child participation within the framework of the XX Pan-American Child Congress

During the 83rd Regular Meeting of the IIN Directing Council, held in Ottawa, Canada, in October 2008, it was noticed the need to broaden understanding on child participation and to find mechanisms to promote authentic participation.

Therefore, in the framework of the preparation for the XX Pan- American Child Congress it will be held in Quito, Ecuador, on 5 and 6 February, the Preparatory Advisory Meeting on Child Participation, with the participation of representatives of Member States of the region.*

IIN virtual courses 2008 came to an end

The IIN Virtual Training Program developed throughout the second half of 2008 two courses and a workshop entitled:

• Up-date course on Children's Rights
• Course for attorneys of Central Authorities and officials related to International Abduction of Children and Adolescents
• Workshop on Children and Adolescents Participation

The courses and workshop were well received, having all together 376 registered, from which 124 were selected in order to give a more personalized attention and dedication.

Finished the III World Congress against Sexual Exploitation of Children and Adolescents

From November 25-28, 2008 took place in the city of Rio de Janeiro, Brazil, the III World Congress against Sexual Exploitation of Children, which brought together more than three thousand people from 137 countries of the five continents, being 300 of them teenagers. The President of the Republic of Brazil, Luiz Inácio Lula da Silva opened the Congress with an eloquent speech.

During the three-day meeting, there were workshops, dialogue spaces and the following five large panels:

1. Forms of commercial sexual exploitation and its new scenarios
2. Legal Framework and Accountability
3. Integrated cross-sector policies
4. Initiatives of Social Responsibility

Asociación Internacional del MERCOSUR de los Jueces de Infancia y Juventud

Day on childhood and adolescence in the media: analysis and challenges

On Friday November 28, 2008 will be held at APU’s headquarters (San José 1330, corner with  Ejido) a panel discussion on "Children and Adolescents in the Media: Analysis and Challenges".

The 83rd Regular Meeting of the IIN Directing Council was held in Ottawa, Canada

On October 15 and 16, 2008 was held in the city of Ottawa, Canada, the 83rd Regular Meeting of the IIN Directing Council, with the committed presence of 26 Member States (see list of countries) of the region, who actively participated in the discussion of the different issues of the agenda.

New authorities were elected for President and Vice President of the IIN Directing Council for the period 2008 - 2010, being respectively elected for each position, Mario Viquez Jiménez, Executive Chairman of the National Children's Office (PANI) from Costa Rica and Kirsys Fernández de Valenzuela, Executive President of the National Council for Childhood and Adolescence (CONANI) of the Dominican Republic, who in this case takes the position for a second time.

Launching of the Model Law on Procedure for the Application of the Conventions on International Child Abduction

The Inter-American Children’s Institute (IIN) and the Hague Conference on Private International Law (HCCH) will launch simultaneously in Buenos Aires during the "Seminar on International Child Abduction", directed to Judges and other operators of the system for the comprehensive protection of children, organized by the Hague Conference on Private International Law on October 14 and also on October 16 in the City of Ottawa, Canada, during the 83rd Regular Meeting of the IIN Directing Council will be announced the approval of both entities of this novel tool that aims to facilitate Member States with the development of national standards to regulate this issue.

The IIN exchanges valuable experiences with the News Agency for Children's Rights - ANDI of Brazil

On September 10, at the headquarters of the IIN, representatives of both institutions met with the aim of exchanging proposals to improve the processing of information concerning children and adolescents by the media in the region.
 
For both institutions is a topic of great interest and at the same time of constant concern as inadequate approaches can lead to stigmatization, prejudice or legitimize practices that violate the rights of children and adolescents.

Seminar of the Latin American Network for Foster Care (RELAF)

In the month of March 2009 in Buenos Aires, Argentina, will take place an event organized by the Latin American Network for Foster Care entitled RELAF Seminary.  Its aim is to facilitate a space for reflection and regional exchange in relation to efforts, lessons learned, strengths and challenges and to influence in the progress for the implementation of the right to family and community life in the countries of the region.

Countries from the Hemisphere Meet in Chile to Analyze Prison Policies


The second meeting of the Officials Responsible for Penitentiary and Prison Policies of the member states of the Organization of American States took place in Valdivia, Chile August 26-28, 2008.  The meeting was organized by the OAS General Secretariat through its Department of Public security, with the support of the Chilean Ministry of Justice.

Advances in the cooperation between the IIN and the IACHR

As part of the link strengthening between the Inter-American Children’s Institute and the Inter-American Commission on Human Rights (IACHR), they held a teleconference on June 18 in which they discussed the possibility to establish mechanisms for cooperation and coordination considering their respective institutional missions within the Inter-American System.

 


81st Anniversary of the IIN

On June 9, 2008, the Inter-American Children’s Institute, Specialized Organization of the OAS in matters of children and adolescents, celebrates its 81 years of existence. In 1927, a day like today was founded in Montevideo city, the then called “Instituto Internacional Americano de Protección a la Infancia”, under the leadership of Dr. Luis Morquio.

The Office of the Director General of the IIN as Department of the OAS Secretariat for Legal Affairs

The Office of the Director General of the IIN was appointed as Department of the OAS Secretariat for Legal Affairs within the restructuring undertaken by the OAS Secretary General, which provides it the functions to represent the Secretary General, the Assistant Secretary General, and the Secretary for Legal Affairs before the  political bodies of the OAS, on missions, at international meetings, and at other events dealing with matters in its area of competence.

Cooperation Agreement between the Inter-American Children’s Institute and the Ibero-American General Secretariat

On April 30 at the headquarters of the Organization of American States (OAS) in Washington, the Inter-American Children’s Institute (IIN) and the Ibero-American Secretariat (SEGIB, by its Spanish acronym), signed a cooperation agreement for the development of activities aimed at promoting the capacity building for implementing public policies regarding children and adolescents in the region.

Institutional Technical Guidelines

The Inter-American Children’s Institute, on the basis of its mission, contributes with the authorities of the different government powers and various institutions through the construction of comprehensive guidelines on legislation, public policies and their use in favor of children and adolescents. In this regard, it has begun developing Institutional Technical Guidelines (OTI), as a mechanism of attention, analysis and reflection on the various casuistries and that for their widely incidence are considered as paradigmatic situations. They are developed based on the rules of the Inter-American system and international levels, especially the reference to the UN Convention on the Rights of the Child and the American Convention on Human Rights.

Confident that OTI represent an area of participatory construction, the IIN will appreciate your opinion, as well as the receipt of situations that might consider guidance for the States in the hemisphere.

Child Migration

A sensitive issue that has taken relevance in the social agenda is the migration of children and adolescents. Migrant children in the region are exposed to a series of high-risk situations that restrict the exercise of their rights, undermining their dignity even to their own lives.

For the IIN, child migration, revised from the rights approach, the family and community perspective and democratic governance, is a subject that must be permanently analyzed, given the fast increase and devastating consequences of the matter.

Knowing the different edges from which the process is interpreted, represents an opportunity for decision-making and the efficient action by the authorities in monitoring and implementing the Convention on the Rights of the Child.

 

 



Children and Adolescents Inter-American Forum "My Right to Participate"

On 22, 23 and April 24, 2008 will take place in the city of Querétaro, Mexico, the Children and Adolescents Inter-American Forum "My right to participate" previous to the Inter-American Meeting on the “Exchange of experience and programs on Child Care”. Children and adolescents from 10 to 17 years of age from the Member States will participate at this Forum, with the accompaniment and support from responsible adults as national and international standards in force.

The aim of the forum is to create a space for expression and exchange of experiences among children and adolescents representatives of various social realities of America that will allow us to, within the framework of the rights of children to know their views and proposals on the active participation in the design of actions, plans, programs and policies for children and adolescents.

Mr. Gary D. Robinson visits the IIN

Mr. Gary D. Robinson, Member of the International Institute for Child Rights and Development (IICRD) of the University of Victoria, Canada, visited the IIN headquarters last April 8, 2008. The IICRD has developed in various Latin-American countries the program Child Rights Education for Professionals (CRED-PRO). Currently the possibility of a joint work with the IIN for the development of activities in this area at a regional level is being evaluated.

The IICRD has worked since 1994 in implementing the Convention on the Rights of the Child in the legislative field and for public policies programming, based on the strengths of families, communities and cultures.

Assistance to States Parties in reporting to the Committee on the Rights of the Child and in the implementation of its recommendations.

The IIN reiterates to the Member States its willingness to assist in the preparation of reports and the implementation of the recommendations of the Committee on the Rights of the Child. In this regard, it thanks the Committee for its support to the Institute, to recommend the Dominican Republic, in its concluding observations on the second report at the 47th Session, that:

"c) cooperate with civil society and children's organisations, academic centres, media and NGOs in this regard and seek technical assistance from UNICEF and the Inter-American Institute for the Child"

In order to comply with the commitments in this field, the IIN invites the States and the organizations to continue with renewed spirit this work and thus advance the full exercise of the Rights of the Child.

 

 



Conclusions of the Special Meeting of the Directing Council of IIN:

The Special Meeting of the Directing Council of the IIN - "Analysis of the implementation of the new laws on child issues, public policies and institutional reforms within the framework of the Convention on the Rights of the Child" was held in the city of Quito, Ecuador, on 28 and 29 November 2007. Representatives of 22 Member States where present, as well as various organizations as observers.

The contributions from the three specialized Working Commissions of the Special Meeting, in addition of evaluating children situation from areas with highest incidence, present defined outlines of action for the best performance of efforts for children in relation to investment, legislation and universal and targeted public policies. The IIN is making a follow-up of these conclusions from each of their areas, in order to promote interregional cooperation.

 

 



Training day on the two Optional Protocols to the CRC

Norberto Liwski, Director of Areas of the IIN, together with Rosa María Ortiz from the Committee on the Rights of the Child, coordinated the training on the two Optional Protocols to the CRC, organized by the Foreign Ministry of Colombia, the Colombian Institute for Family Welfare, UNICEF and the UN High Commissioner for Human Rights. This training activity, considered as an IIN's function, besides representing an academic collaboration, it becomes an instrument of incidence and cooperation with the public policies of the Member States. The training was oriented for government officials and the civil society.

The IIN invites Member States to establish contact for upcoming trainings, with the spirit of commitment towards children and adolescents of the region.

 

 



Mrs. Carmen Lomellin, Executive Secretary of the Permanent Secretariat of the Inter-American Commission of Women (CIM) of the Organization of American States (OAS) and Mrs. Melissa Kopolow, Alternate Delegate of the United States of America to the Directing Council of the IIN visited the IIN’s headquarters.

During two days of work programmatic aspects were analyzed aimed to deepen and extend the mechanisms of coordination and cooperation between the Inter-American Children’s Institute and the Inter-American Commission of Women. (See more)

 



Staff integration for institutional strengthening

On February 1, 2008 the IIN staff was completed and thus began a new institutional stage. As part of efforts to strengthen the Action Plan 2007 - 2011, an institutional meeting was held in the city of Colonia Suiza, on 14 and 15 February 2008, with the aim to design operational plans for the three organizational areas (Legal, Promotion and Protection of Rights, Communication and Information), as well as the integration of the new employees.

During the two days of work agreements and commitments were designed that represent the expected short and medium term products.

 

 



Ambassador John Biehl visited the IIN

Ambassador John Biehl, Representative of the OAS in Uruguay, visited the headquarters of IIN on February 13 to meet the new IIN employees. He pointed out in his message different problems that affect children in the region emphasizing the need to pay attention to the protection of children and adolescents migrants. He encouraged the Institute to act with commitment in this new phase.

 

 



Latin-American Meeting on the Convention on the Rights of the Child

Dr. Norberto Liwski, IIN Director of Areas, attended in Lima, Peru on 7 and 8 February 2008, the Latin-American Meeting of Experts for the preparation of documents on the 20 years of the Convention on the Rights of Child, organized by the BICE (Bureau International Catholique de l'Enfance). It covered the most important aspects of childhood and adolescence in the region with the objective of developing a hemispheric positioning before the "Geneva Call", event of the celebration.

 

 



General Agreement on Cooperation with the Ibero-American Network of NGOs.

On January 31, 2008, the Director General of the Inter-American Children's Institute, Mrs. María de los Dolores Aguilar Marmolejo, signed a General Agreement on Cooperation with the Ibero-American Network of NGOs working in the field of Drug-Dependence, under the leadership of Dr.Roberto Gallinal.

During this meeting, it was emphasized the relevance for both organizations of coordinating actions with the Inter-American Drug Abuse Control Commission - CICAD.

Both institutions recognize the importance of guaranteeing the integral protection of children and adolescents against all kind of menace or violation of rights including protection against the illicit use of narcotic drugs and psychotropic substances. (See Agreement).

 



Secretary of Foreign Affairs of Mexico visited the IIN.

On 17th December visited the IIN, Amb. Patricia Espinosa Castellano, Secretary of Foreign Affairs of Mexico, in the company of Amb. D. Cassio Vitale Luiselli Fernandez, Ambassador of Mexico in Uruguay and Amb. John Biehl del Rio, Representative of the Office of the Organization of American States in Uruguay.
 
The visitor was received by the Director General of the IIN, Mrs. María de los Dolores Aguilar Marmolejo, who together with Dr. Norberto Liwski, Senior Specialist of the IIN, conducted a synthetic presentation of the objectives and actions of the institutional Action Plan for the period 2007-2011... Special Meeting of the Directing Council of the IIN: "Analysis of the implementation of the new laws of child issues, public policies and institutional reforms within the framework of the Convention on the Rights of the Child"

Pursuant to resolutions of the Directing Council of the IIN, the Special Meeting was held in Quito, Ecuador, from 29 to 30 November 2007 with the participation of 22 Member States, as well as representatives of various organizations invited as observers. The meeting of delegates was developed under the theme "Analysis of the implementation of the new laws of child issues, public policies and institutional reforms within the framework of the Convention on the Rights of the Child", with the contribution of invited specialists and contributions from different Members of the Directing Council.
 
The Special Meeting was marked for favoring the dialogue and the exchange of highly specialized knowledge in different areas of incidence, standing out the legal field, public policies and investment allocated to childhood and adolescence. It also served as the framework for the presentation of progress made in the implementation of the Action Plan 2007-2011, adopted at the 82th Regular Meeting of the Directing Council, as well as actions aimed for institutional strengthening.

 

 

 

On November 20, the IIN received the CPAT International, Mr. Ernesto Galmez (Regional Officer for Americas) and Ms. Helga Fourcade and of Ms.Gaby Reyes, Project Officer of Save the Children Sweden.

During their visit they worked together with the technical staff of the IIN towards the installation of an Observatory on Child Commercial Sexual Exploitation as it is stipulated in the Action Plan 2007-2011 for the IIN.

 

 

"Peace Culture and Prevention of Youth Violence. Central-America, Mexico and the Dominican Republic"

Mr. Norberto Liwski, Senior Specialist of the Inter-American Children's Institute participated at the conference "Peace Culture and Prevention of Youth Violence. Central-America, Mexico and the Dominican Republic", which was held in San Jose, Costa Rica on 15 and 16 November, 2007.

The meeting stressed that violence has devastating consequences on children, and exposes the survivors for the rest of their lives to the dangers that suppose health, social, emotional and cognitive problems.

The conclusions and recommendations agreed on this Regional Conference represent a very important step in the definition of public policies considering the complex scenario on which it is necessary to produce actions aimed to change the increasing violence circuits. The integral view of these policies has been presented with the need to strengthen the rights approach concurrently with the strengthening of the democratic governance.

It was appreciated the need to join regional and inter-agency efforts regarding diversity and assuming also the existence of common factors among different countries.

 

 

On October 25, Mrs. Rosa María Ortiz, Member of the Committee on the Rights of the Child met at the Inter-American Children’s Institute headquarters with the Director General of the IIN, Mrs. María de los Dolores Aguilar and Mr. Norberto Liwski, IIN Senior Specialist.

They discussed possible cooperation and coordination mechanisms between the two institutions dedicated to children. Mrs. Ortiz was particularly interested in the IIN’s initiative of providing technical assistance to the OAS Member States in relation to the submission of initial and periodical reports on the implementatiion of the Convention on the Rights of the Child and its two Optional Protocols. Also, it was considered the support that the IIN itself and with other institutions in the Americas gave to the Day of General Discussion held in Geneva on 21 September on the issue resources and investments allocated to the children.

In relation to the notes timely exchanged between the authorities of both institutions, they reiterated the commitments regarding the Committee's support to the States in their different responsibilities in relation to public policies with rights approach.

 

Día del Debate General, Comité de los Derechos del Niño

 

El día 21de septiembre pasado, se desarrolló en Ginebra, Suiza, el Día del Debate General bajo el título: " Recursos para los Derechos del Niño - Responsabilidad de los Estados". "Inversiones para la aplicación de los derechos económicos, sociales y culturales del niño y cooperación internacional (Art. 4 de la Convención sobre los Derechos del Niño)" habiendo participado el Instituto activamente en dicho evento.

Fue presentado el documento preparado por el Instituto Interamericano del Niño, la Niña y Adolescentes: "Inversión Pública en Infancia: acceso a la información, dificultades de cálculo y exigibilidad".

The Second Meeting of Governmental Experts on International Child Abduction organized by the IIN and the Hague Conference will take place at Buenos Aires, Argentina in the Palace San Martin, from 19 to 21 September 2007.   

The Work Plan of the Program to prevent and remedy cases of international child abduction by one of their parents, will be outlined.

Representatives of 19 OAS Member States; the Secretary General of the Hague Conference, Mr. Hans Van Loon; the Director General of the IIN, Mrs. María de los Dolores Aguilar Marmolejo; international organizations and   high authorities of the host country  will participate.

As it is of your knowledge, on last Wednesday August 15, several localities of Peru were affected  by an earthquake of high intensity, leaving serious consequences in the population, mainly in the cities of Ica and Pisco. 82nd Regular Meeting of the Directing Council of the IIN.

On 26 and 27 July, 2007 the Directing Council of the Inter-American Children's Institute held its 82nd Regular Meeting, coinciding with the celebration of the 80th Anniversary of the Institute. The OAS Assistant Secretary General, Ambassador Albert R. Ramdin opened this important event that was attended by the Vice President of Colombia, Dr. Francisco Santos and the Mayor of Cartagena, Mr. Nicolás Curi. It also counted on the participation of Ms. Sara Oviedo as President and Delegate of Ecuador to the Directing Council of the IIN, and Ms. Kirsys Fernández de Valenzuela as Vice President and Delegate of the Dominican Republic to the Directing Council; Delegates from 19 countries in the region, and Observers from non governmental and inter-governmental organizations.
