RESOLUTION OF RECOGNITION OF THE HONORABLE
LOURDES RODRÍGUEZ DE FLORES
FIRST LADY OF THE REPUBLIC OF EL SALVADOR 

WE: Joan Musa, Wife of the Prime Minister of Belize, Leila Rodríguez de Pacheco, First Lady of the Republic of Costa Rica; Rosa Gómez de Mejía, First Lady of the Dominican Republic, Evelyn Morataya de Portillo, First Lady of the Republic of Guatemala; Aguas Ocaña de Maduro, First Lady of the Republic of Honduras; Lila Abaunza de Bolaños, First Lady of the Republic of Nicaragua, and Ruby Moscoso de Young, First Lady of the Republic of Panama. 

On the occasion of  the IV Meeting of First Ladies of Central America, Belize, Dominican Republic and Panama, held in Panama on August 28, 2003,  are gathered to analyze the issue of “Childhood, Adolescence, Youth and Poverty” 

WHEREAS:  In the year 2000, the Honorable Lourdes Rodríguez de Flores , First Lady of El Salvador, interested in counting on modern technological tools that would allow for determining the actual situation of childhood, adolescence and youth in our countries, as basis to expand the coverage of rights to children and adolescents, convened the First Ladies of the subregion to share initiatives in relation to these common interests.

RECALLING the unanimous support which the First Ladies of our countries expressed to the invitation from Mrs. Lourdes, by contributing their rich national experiences, which allowed for subscribing working commitments and institutionalizing these meetings in favor of  childhood, adolescence and youth. 

AGREE TO 

DESIGNATE The Honorable Lourdes Rodríguez de Flores, Pioneer of the Meetings of First Ladies of Central America, Belize, Dominican Republic and Panama, in recognition of her commendable work and leadership in favor of  childhood, adolescence and youth, serving as an example of perseverance and social consciousness. 

EXPRESS our formal recognition as a First Lady, who has distinguished herself  by her contributions and dedication to  work in the area of social welfare. 

REITERATE our deep affection for her and the assurance that she has in each of us her best friends and collaborators. 

Signed in the city of Panama, Republic of Panama, in eight  originals on the twenty eighth day of  the month of August of the year two thousand three.
