Dear Mr. Bonasso: 

Re:       Arrangement between the Canadian International Development Agency (hereinafter referred to as CIDA) and the Inter-American Children’s Institute of the Organization of American States (hereinafter referred to asthe Organization or IACI), for the attendance of IACI delegates at consultative meetings in Toronto & Ottawa – January 2005

I am pleased to confirm the Canadian International Development Agency (hereinafter referred to as CIDA“)’s contribution of up to six thousand, five hundred Canadian dollars (CDN$6,500) to the IACI of the Organization of American States (OAS), to reimburse the actual travel and related costs incurred for the attendance of the CIDA-approved participants at consultative meetings scheduled for January 2005 in Ottawa and Toronto, Canada, in accordance with the attached Annex A – The Project. 

The contribution will be paid by CIDA to the IACI upon receipt by CIDA of a financial statement outlining the actual travel and related costs (for transportation, accommodation, daily meal and incidental allowances) in accordance with the OAS’ policies and procedures related to travel, together with a request to CIDA for reimbursement, and the summary report referenced in the attached Annex A. 

The Organization will supply CIDA with banking information necessary for a financial transfer to its account.  Please note that the payments from CIDA under this Arrangement are subject to there being an appropriation by the Parliament of Canada for the fiscal year in which the payment is to be made.   

CIDA may, by written notice to the IACI terminate or suspend all or part of this Arrangement.  Consequently, the IACI/OAS will have no claim against CIDA other than the reimbursement of expenses actually incurred by the IACI until the termination or suspension, provided said expenses were incurred pursuant to the terms and conditions specified herein.  All costs pertaining to this Arrangement will be subject to audit by  CIDA, at its discretion.

This Letter of Arrangement will take effect upon the latest date of signature and, unless sooner terminated, will remain in effect until March 31, 2005.

Enclosed are two (2) signed originales of the Letter of Arrangement.  Please indicate the IACI’s agreement to the terms and conditions of this letter by signing both originals, returning one copy to CIDA at the address indicated above and retaining the other original for your files. 

This Letter of Arrangement is signed on behalf of Her Majesty trhe Queen in right of Canada by a duly authorized officer of CIDA, and by the Director General of the IACI “ad referendum“ of the Directing Council fo the Inter-American Children’s Institute.

ANNEX A – THE PROJECT

For the purposes of this Arrangement, CIDA will provide funding to the IACI/OAS to cover the travel costs associated with the visit to Canada of the two (2) IACI participants at consultative “Pre-Summit of the Americas “ meetings in Toronto and also in Ottawa in January 2005.  

REPORTING 

Within six (6) weeks of the conclusion of the travel, the IACI will provide CIDA’s Americas Branch with a summary report outlining the principal accomplishments of the meetings in Canada, together with the financial statement outlining actual allowable travel and related expenses, and the IACI’s request for reimbursement.
