MEMORANDUM OF UNDERSTANDING #1

 BETWEEN  THE INTER-AMERICAN CHILDREN’S INSTITUTE
(Specialized Organization of the OAS) AND THE SANTA MARÍA LA ANTIGUA CATHOLIC UNIVERSITY (USMA)

For the execution of the Master’s Program in Public Policy for Drug Abuse Prevention  

CONSIDERING: 

That Reverend Father Dr. Pablo Varela Server, Rector Magnífico of the Santa María La Antigua Catholic University (USMA) and Lic. Alejandro Bonasso, Director General of the Inter-American Children’s Institute (IIN), signed a GENERAL COOPERATION AGREEMENT on November 17, 2000, acting in the name and representation of their respective organizations; 

That, with regard to Article IV, Section b. of the General Cooperation Agreement in force between both institutions, which states the following: 

“… the execution of specific projects will be governed by Memoranda of Understanding that should specify, in each case: the objectives, the activities, the forms of participation, the duties of the PARTIES, the contributions of technical, financial, and human resources, the budget and funding, including indirect administrative and technical costs involved, and other elements ensuring the regular and appropriate fulfillment of agreements. Such memoranda of understanding will be signed by the Director General of the IIN and will be exempted from any approval procedure by the Directing Council of the IIN

several meetings have been held to plan the joint commencement of the Diploma and Master’s Program in Public Policy for Drug Abuse Prevention in the 2003-2004 period; 

That an agreement has been made regarding the curricular basis of the aforementioned Program; 

The USMA and the IIN hereby establish the characteristics of the Master’s Program in Public Policy for Drug Abuse Prevention and the responsibilities of each of the parties: 

II – DESCRIPTION OF THE PROJECT: 

NAME OF THE PROJECT: Master’s Program in Public Policy for Drug Abuse Prevention 

DATE OF EXECUTION: 2003-2004 Period 

III – OBJECTIVES: 

·        To develop and implement a program of studies for university graduates, to contribute to their human, professional and scientific development in all aspects related to addressing the diverse facets of the problem of use and abuse of alcohol and drugs.

·        To provide up-to-date training on this subject, in the area of policies, plans and programs for prevention and treatment, integrating a rights-based approach.

·        To promote the planning of public policies aimed at prevention, protection and promotion of the rights of children and adolescents as regards the issue of drugs.

·        To provide comprehensive training that includes an appropriate balance between theory, methodology, practice and research. 

IV – RESPONSIBILITIES OF THE PARTIES: 

1.      USMA

o  To promote, administer and fund the academic program;

o  To handle the registration of candidates for the program, with all the requirements of current university standards;

o  To pay the fees of the teaching staff;

o  To grant, along with the IIN, the academic accreditations corresponding to the courses on the academic curriculum;

o  To develop, at its facilities, some of the courses corresponding to subjects held in common with other    diploma and master’s programs;

o  To coordinate with the Non-governmental Organization “OPTAR-Panamá” in the area of primary prevention practice;

o  To coordinate with the Non-governmental Organization “OPTAR-Panamá” in the area of secondary and tertiary prevention practice. 

2.      IIN

o  To make available, for the teaching activities, the facilities of the Information Center located at the    MINJUMNFA and the database of documents;

o   To participate in the coordination of the teaching staff in the Area of Specific Studies of the curricular     basis, comprised of a team of professionals who have been running similar academic programs with  other universities;

o  To publish and distribute the supporting documentation for the courses that it coordinates (chiefly in  electronic format);

o  To coordinate the distance courses offered for students to complete their curricular studies or to catch up if they fall behind. 

V – DURATION:  

This Memorandum of Understanding shall enter into force on the date of its signature, and shall be valid for the period required to complete the Project.
