MEMORANDUM
OF UNDERSTANDING Nº 1

Bonasso, Director General (Head) of the Inter-American Children’s
Institute (IIN), and Andrés Lalanne, Academic Director of the CLAEH
Institute of University Studies, IN
VIEW OF that established in Article IV, Section b, of the General
Agreement for Cooperation between both organizations currently in force,
which establishes the following: `In
accordance with Section b, Article I, the execution of specific projects
will be regulated by Memoranda of Understanding which must specify, for
each case, the objectives, activities, forms of participation, PARTIES’
obligations, technical and financial contributions (as well as
contributions with human resources), budgets and financing, including the
corresponding indirect administrative and technical costs and all the
other elements that ensure compliance with the agreements in a regular and
appropriate manner. Such memoranda of understanding will be signed by the
IIN’S Director General on behalf of the IIN, and will be exempt from the
approval procedure by the IIN’S Directing Council’. CONSIDERING
that different planning meetings have been held with the purpose of
jointly starting the Program of Diploma and Master’s Degree in Public
Policies for the Prevention of Improper Use of Drugs for the year 2003; TAKING
INTO ACCOUNT that an agreement has been reached in connection with the
curriculum core of the abovementioned Program; ESTABLISH
THE FOLLOWING RESPONSIBILITIES FOR EACH PARTY: 1.CLAEH 1.1.
To promote, administer and finance the academic program 1.2.
To register the candidates for this program, who must fulfil the
requirements stated in the university regulations that are currently in
force. 1.3.
To be in charge of the payment of fees to the teaching staff. 1.4.
To provide (jointly with the IIN) the academic certificates
corresponding to the courses included in the academic curriculum. 1.5.
To have some courses corresponding to subjects that are shared with
other diplomas and master’s degrees be taught in its Head Office. 1.6.
To
accept a quota of students who will be scholarship holders, sent by the
IIN and belonging to non-profit organizations. 2.IIN 2.1.
To make its building facilities available for the development of the
courses on Tuesdays
from 6 PM to 9:30 PM, from April to November 2003. 2.2.
To allow the use of the facilities of the Library `Dr. Luis Morquio’,
and of the documental
database in order to support teaching activities. 2.3.
To participate in the coordination of the teaching staff corresponding to
the Area of Specific
Studies in the curriculum core. This teaching staff comprises the team of
professionals holding a Diploma
of Specialization who have been carrying out pilot experiments. 2.4.
To publish and distribute support material (mostly on magnetic format) for
the Courses
that are coordinated by the IIN. 2.5
To coordinate the distance-learning courses that have been
arranged, in order to omplete curricular studies or, in case of a delay,
to reach the requested level. 2.6
To
coordinate the practice area for primary prevention with the Uruguayan association
for the Prevention of Alcoholism and Drug Addiction. 2.7
To
coordinate the practice area for secondary and tertiary prevention with
the IZCALI
Treatment Centre. Montevideo,
