ADDENDUM TO THE AGREEMENT SIGNED BETWEEN THE UNDERSECRETARIAT OF GENERATION AFFAIRS AND THE INTER-AMERICAN CHILDREN’S INSTITUTE FOR THE
CREATION  OF A FOCAL CENTER

CONSIDERING THAT: 

On October 31st, 1995 the Inter-American Children’s Institute (IIN) and the  Undersecretariat of Generation Affairs (now Vice-Ministry of the Youth, Children and Senior Citizens) signed an agreement in order to build a Focal Center forming part of the Inter-American Program for Information on Childhood and Family (PIINFA) in Bolivia. 

On February 12th, 2003 the Information Center underwent irreparable damage as a result of the acts of vandalism that took place in the capital city of Bolivia. 

Bolivia’s governmental authorities informed the IIN about the situation that had taken place, and about the complete loss of infrastructure and equipment belonging to the aforesaid Center. 

That it is the IIN’S intention to provide support in order to recommence the activities in the Center and to use this opportunity for launching a National Network of Information on Childhood and Family, as it occurs in most countries in the Region. 

WHEREAS: 

The Inter-American Children’s Institute and the Vice-Ministry of the Youth, Children and Senior Citizens have agreed to extend the agreement held between both organizations. 

In accordance with the foregoing, the Inter-American Children’s Institute and the Vice-Ministry of the Youth, Children and Senior Citizens agree to reinstall the Information Center (CIDONFA), and in order to do so they commit themselves to: 

-installing the equipment provided by the IIN (computers, printer, modem and scanner). 

-developing a complementary training process that enables the Center to operate in La Paz again, and also generating the necessary conditions for rapidly creating a Network of Centers for Information on Childhood and Family in Bolivia. The IIN will be in charge of the training process in connection with the transfer of officials. 

-The Vice-Ministry of the Youth, Children and Senior Citizens will ensure the provision of infrastructure such as furniture, telephone and communications through the Internet, which are necessary in order for the Information Center to operate permanently. 

This Addendum has been signed by Rubén Torres Tagle, Vice-Minister of the Youth, Children and Senior Citizens, and by Alejandro Bonasso, Director General of the Inter-American Children’s Institute (who has signed it `ad referendum’ of the IIN’s Directing Council), in the city of La Paz, on May 28th, 2003.
