         COMPOSITION OF THE THREE-CANDIDATE LIST FOR THE POSITION OF DIRECTOR GENERAL OF THE IIN 
(Submitted by the delegation of Chile and México)
 

THE DIRECTING COUNCIL, 

WHEREAS:  

  1. Resolution CD/RES. 01 (1-D/05) adopted on 30 June, 2005 by the majority of Member states through voting by correspondence  noted that on 16 June, 2005 the OAS General Secretariat requested the President of the Directing Council, Ana Teresa Aranda to the take the necessary steps in conformity with the Statute and the Rules of Procedure in order to submit as soon as possible for the consideration of the Secretary General the three-candidate list for the position of Director General of the IIN; 

  2.  Resolution CD/RES. 01 (1-D/05) entrusts the Office of the Director General to request the Member states to nominate candidates to the three-member list for the position of Director General and sets forth 1st August, 2005 as the deadline for complying with the requirements provided for in the regulatory framework of the IIN currently in force; 

CONSIDERING:   

  1. That pursuant to article 25 in the Statutes of the Inter-American Children’s Institute the Secretary General of the OAS will appoint a new Director General from a three-candidate list elected by the Directing Council at a face-to-face Meeting;

  2. That the five following candidates were timely nominated as required: Argentina: Eduardo Bustelo, Brazil: Amarildo Baesso, Colombia: Gerardo Burgos, Honduras: Leo Valladares, and Peru:  Piero Solari.

  3. That pursuant to article 15 in the Statute, in order to be part of the three-member list each candidate should receive at least the vote of the majority of present Member states; if more than three candidates receive the minimum required majority the list will be composed by those receiving the largest number of votes of present Member states;   

BEARING IN MIND: 

That the 80th Regular Meeting of the Directing Council of the Inter-American Children’s Institute (IIN) was attended by the following 24 Delegations of Member countries, thus reaching the quorum required by the Statute and the Rules of Procedure for electing the three-candidate list for the position of Director General: Argentina, Belize, Bolivia, Brazil, Canada, Colombia, Costa Rica, Chile, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Trinidad and Tobago, United States of America, Uruguay and Venezuela.

The Directing Council decided to apply the secret voting mechanism by means of ballots designed in the alphabetical order in Spanish of nominating countries, as provided for in the Rules of Procedure of the IIN, as follows: Argentina: Eduardo Bustelo; Brazil: Amarildo Baesso; Colombia: Gerardo Burgos; Honduras: Leo Valladares, and Peru:  Piero Solari, each Delegation being able to vote up to three of the five nominated candidates.

The first voting round resulted as follows:

Argentina:   Eduardo Bustelo: eight votes
Brazil:     Amarildo Baesso: eleven votes
Colombia:        Gerardo Burgos: eighteen votes
Honduras: Leo Valladares: twelve votes
Peru: Piero Solari: eighteen votes

The Legal Advisor and the President of the Directing Council informed that the above outcome implied that the candidates of Colombia and Peru become members of the three-candidate list. Likewise, pursuant to the Rules of Procedure of the IIN a new voting round should take place, on this occasion for one single candidate and between those two –Brazil and Honduras– who received the largest number of votes without reaching the required 13-vote majority, in order to complete the third position in the list.

The second voting round resulted in a twelve-vote tie between both candidates.

Consequently, a third voting round took place with the following outcome:

Brazil: Amarildo Baesso:    ten votes
Honduras: Leo Valladares:   fourteen votes

The President informs that the three-candidate list to be submitted to the Secretary General of the OAS for the appointment of the new Director General of the IIN is composed of the candidate of Colombia: Gerardo Burgos Bernal; the candidate of Honduras, Leo Valladares, and the candidate of Peru, Piero Solari. 

RESOLVES:  

  1. To submit, through its President and Vice President, the three-candidate list composed of Mr. Gerardo Burgos from Colombia, Mr. Leo Valladares from Honduras, and Mr. Piero Solari from Peru to the Secretary General of the OAS for his consideration and appointment of the Director General of the IIN.

  2. To attach to this Resolution the Proceedings related to the election of the three-candidate list.

ELECTION OF THE THREE-CANDIDATE LIST FOR THE POSITION OF DIRECTOR GENERAL OF THE IIN
 

On the twenty-second day of August, 2005 the 24 Delegations present at the 80th Regular Meeting of the Directing Council of the Inter-American Children’s Institute (IIN), having reached the quorum required by the Statute and the Rules of Procedure currently in force, proceed to elect the three-candidate list for the position of Director General. The Delegations present are: Argentina, Belize, Bolivia, Brazil, Canada, Colombia, Costa Rica, Chile, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru,  Trinidad and Tobago, United States of America, Uruguay, and Venezuela.

The voting procedure establishes that each Delegation may vote up to three of the five nominated candidates.  

The Vote-counting Committee is composed by the President of the Directing Council and the delegates of Canada and Costa Rica, supported by Dr. William Berenson in his capacity as Legal Advisor to the OAS, and the Secretary of the Directing Council.  

Once the first voting round is completed the Vote-counting Committee records 24 votes and reads the number of votes per each ballot as follows:

Argentina: Eduardo Bustelo: eight votes
Brazil: Amarildo Baesso: eleven votes
Colombia: Gerardo Burgos: eighteen votes
Honduras: Leo Valladares: twelve votes
Peru: Piero Solari: eighteen votes

The Legal Advisor and the President of the Directing Council inform that the above outcome implies that the candidates of Colombia and Peru become members of the three-candidate list. After the second voting round the Vote-counting Committee recorded 24 votes and a twelve-vote tie between both candidates.

The third voting round took place after a brief recess in accordance with the same procedure previously applied. Twenty-four votes were recorded again and on that occasion the candidate nominated by Brazil, Amarildo Baesso, received ten votes, while the candidate nominated by Honduras, Leo Valladares, received fourteen votes.

The President informs that the three-candidate list to be submitted to the Secretary General of the OAS for the appointment of the new Director General of the IIN is composed of the candidate of Colombia: Gerardo Burgos Bernal; the candidate of Honduras, Leo Valladares, and the candidate of Peru, Piero Solari.

Once read, these Proceedings were approved by acclamation.
