04 (E/05) APPROVAL
OF THE INITIATION AND IMPLEMENTATION OF A REGIONAL DIALOGUE TO DETERMINE
THE RELEVANCE, THE NEED AND THE POLITICAL WILL FOR PROMOTING THE
CREATION OF AN INTER-AMERICAN CONVENTION ON THE RIGHTS OF THE CHILD Submitted
by the delegations of Argentina, Bolivia, Brazil, Colombia, Chile,
Ecuador, El Salvador, Guatemala, Honduras, Panama, Nicaragua, Mexico, Dominican
Republic, Uruguay and Venezuela THE
DIRECTING COUNCIL, CONSIDERING: 1.
That
contemporary social dynamics in the countries in the region has led to
remarkable developments in the area of children’s rights; an
additional effort is now required for their enforcement; 2.
That
recent technical surveys have shown that regional lawmaking on
children’s rights and its adaptation to the criteria provided for in
the Convention on the Rights is still an unfinished and heterogeneous
process because the relevant child codes and special laws in force in
the Member states of the Organization of American States generally
differ as to their concepts, principles and scope; 3.
That
pursuant to the precedent paragraph, the Directing Council of the
Inter-American Children’s Institute has established the need for
undertaking a regional dialogue process that would allow for determining
the relevance, the need and the political will to create a binding
instrument on children’s rights that would strengthen the
inter-American system for the protection of human rights; RESOLVES: 1.
To approve the initiation of a regional dialogue for the purpose of analyzing
the appropriateness, the need, and the political will to promote an
Inter-American Convention on the Rights of the Child, in which children,
Governments of the OAS Member States and civil society will participate. 2.
To instruct the Legal Program of the IIN to prepare an Operations
Plan for conducting the dialogue, to present it to the Directing Council
of the of the Institute, and to take the necessary actions for
compliance with this resolution. |
